1. Ready your base. I sharpened it just a little.
Filter > Sharpen
If it is to sharp press Ctrl+Shift+F to fade it.
2. Duplicate base and set to screen. I set my opacity to 42%.
Obviously this varies from icon to icon.
You may not need this step at all if it is already light enough.
3. New Adjustment Layer > Color Balance
Midtones: -61, -20, 0
Shadows: 27, -8, -38
Highlights: 0, 0, 13
4. New Adjustment Layer > Selective Color
Reds: -100, 100, 100, 15
Yellows: -100, -100, 100, -39
Neutrals: -22, -15, -34, -4
5. Duplicate the Selective Color label and set to Softlight.
6. Create a new layer and put this texture and set to Screen by

Reds: -100, -5, 55, 0
Yellows: 4, 63, 100, 0
Whites: 76, 26, 71, 0
Neutrals: 18, -28, -22, 7
8. Create a new layer and put this texture, set it to multiply by horizonroad
